The Board of the State Control Committee summarized the results of its work in the first half of 2023 and determined the areas of activity for the near future

The results of the work of the State Control Committee in the first half of 2023 were summarized at a meeting of the board of the control agency. The event was chaired by Vasily Gerasimov, head of the State Control Committee.

This year the activities of the State Control Committee were focused on control over the execution of the republican budget, compliance with budget legislation, use of state property, aimed at overcoming the consequences of external pressure, reducing costs in all sectors of the national economy, as well as the progress in implementing the instructions of the President of the Republic of Belarus.

In the first half of this year, the bodies of the State Control Committee carried out 263 inspections (18 more than in the same period of 2022), 15 efficiency audits. Within the framework of proactive measures, aimed, inter alia, at prevention of offenses, 361 monitoring activities were carried out, based on the materials of which the economic entities were issued recommendations to eliminate the identified shortcomings. Based on the results of SCC inspections, 571 materials were sent to law enforcement agencies and 143 criminal cases were initiated.

Significant work was carried out by the Financial Investigation Department and the Financial Monitoring Department of the State Control Committee. Thus, the Financial Investigation Department detected 511 offences, including 273 serious offences. The focus is on detection of tax crimes, unjustified mediation, payment of salaries "in envelope", illegal circulation of cryptocurrencies, counteraction to corruption in the economic sphere, control over the use of budgetary funds, etc. The Department of Financial Investigation and the Department of Financial Monitoring of the State Control Committee of the State Control Committee of the Republic of Belarus are in the centre of attention.

In the first half of the year, the Department of Financial Monitoring sent 606 information and analytical materials to law enforcement and controlling agencies of the Republic, financial intelligence units of foreign countries, including on identified suspicious financial transactions. Using this information, 43 offences were detected.

Active work continued within the framework of international co-operation, primarily with the Accounts Chamber of Russia and control and accounting bodies of the Russian Federation. Co-operation was strengthened in a number of areas, including at the regional level. An important component was both bilateral and multilateral international co-operation with the supreme audit institutions of the Asian region. In particular, a Memorandum of Understanding on cooperation between the Committee of State Control of the Republic of Belarus and the National Audit Office of the People’s Republic of China was signed.
Considerable attention is paid to the work with citizens' appeals. In the first half of 2023, the Committee received 4,482 appeals from citizens and legal entities. SCC employees conducted 174 direct telephone lines and 152 on-site visits. A short number 191 has been organised, which receives information from citizens on the most topical issues for the population.

In the near future, the main focus of the SCC's activities will be on the development of proactive proposals to address strategic issues of importance to the country in various sectors (areas) of the economy, in the regions and at enterprises, including countering sanctions pressure. The State Control Committee will strengthen proactive control over the quality and timely fulfilment of the instructions of the President of the Republic of Belarus. Strict control will be exercised over the spending of public funds, including public procurement. Much attention will be paid to the prevention of violations, including the identification and prevention of negative trends and situations in various sectors of the economy and social sphere.
