State Control Committee of Belarus and the Accounts Chamber of Russia carried out operational control of the execution of the Union State budget for 2019
The Board of the State Control Committee of the Republic of Belarus reviewed and approved the operational report on the implementation of the budget of the Union State of Belarus and Russia for 2019.
The report notes that the Union State budget revenues in 2019 were made in the amount of 7,266,034.5 thousand Russian rubles, or 100.1% of the amount of income provided for by the updated consolidated budgetary list of revenues and expenditures of Union State budget for 2019. Revenues were formed from gratuitous transfers of Union State member states in the amount of 4,872,000 thousand Russian rubles (100.0%) and non-tax revenues - 2,394,034.5 thousand Russian rubles (100.3%).
In the structure of non-tax revenues more than 99% are balances of the Union State budgets of previous years - 2,371,826.6 thousand Russian rubles.
In terms of expenses, the budget of the Union State was executed in the amount of 6 566 309.3 thousand Russian rubles (98.3% of the adjusted budget estimates). It should be noted that this indicator is lower than the level of the previous period (99.1%) by 0.8 percentage points.
Only 10 out of 31 recipients of the Union State budget funds have used the received funds in full, mainly on the territory of the Russian Federation.
In 2019, 12 programs, 3 projects and 24 events of the Union State were implemented.
The bulk of budget expenditures is provided for the implementation of 12 programs (65.1% of all expenditures), which were implemented in the amount of 4,276,663.6 thousand Russian rubles. The level of execution of program costs is at the level of the last three years (98.9% of the adjusted budget estimates).
The cash execution for the implementation of 3 projects amounted to 391 153.1 thousand Russian rubles (93.3% of the adjusted budget estimates).
There is a negative trend in the execution of expenses on activities. So, for 24 events, expenses amounted to 1,225,404.4 thousand Russian rubles and were lower than in 2018 (97.7% versus 99.2%). Only for 5 events, budget assignments were fully implemented.
Since 2018, the size of the balances of the Union State budgets of previous years has continued to decline due to their allocation to finance new programs, projects and activities of the Union State.
So, the balances as of January 1, 2020 amounted to 770 837.6 thousand Russian rubles, and compared to January 1, 2019 decreased by 3.2 times.
An operational report on the implementation of the Union State budget for 2019 was sent to the Parliamentary Assembly of the Union of Belarus and Russia.
The State Control Committee will continue to monitor the implementation of the Union State budget.
