Deputy Chairman of the State Control Committee Dmitry Basko took part in the 60th session of the Parliamentary Assembly of the Union of Belarus and Russia, which took place on June 16, 2021 via videoconference.
The meeting considered the results of the conclusion of the State Control Committee of Belarus and the Accounts Chamber of Russia on the report of the Council of Ministers of the Union State on the execution of the Union State budget in 2020.
It was noted that the final data of the report on budget revenues and expenditures for 2020 were confirmed by an external audit.
At the same time, not all the main recipients of the Union State budget funds have used the funds in full. This is mainly due to budgetary savings, which was formed, inter alia, in connection with the restrictive measures taken due to the spread of coronavirus infection.
The Supreme Audit Institutions of Belarus and Russia identified some facts of ineffective use of budget funds, violations of the requirements for the preparation and approval of estimates in the course of public procurement, as well as poor-quality preparation of final reports by state customers, etc. The emphasis is made on the fact that the number of violations in the execution of the Union State budget has decreased.
During the session, issues of forming the Union State budget for 2022 were also considered. The deputies were provided with information on the development of new programs, projects and measures of the Union State for inclusion in the draft Union State budget for the next year.
