The meeting with delegation of World Bank was held in the State Control Committee of Belarus


Deputy Chairman of the State Control Committee Raisa Savritskaya met with group of World Bank experts to discuss the issues of control over public procurement. From the Belarusian side, the event was also attended by heads of departments of the State Control Committee. The World Bank delegation was presented by Hiba Tahboub, Practice Manager (Procurement) for Europe and Central Asia (head of delegation), Salih Kalyoncu, Senior Procurement Specialist, Barbara Ziolkowska, Procurement Analyst, Elena Slizhevskaya, consultant.
During the meeting Deputy Chairman of the State Control Committee Raisa Savritskaya presented information about the national legislation in the area of public procurement. She noted that at the present time the Republic of Belarus formed has integrated system of public procurement. Its main principles are effective spending of funds, publicity and transparency of public procurement, fair and equitable attitude to potential suppliers. The procedure of public procurement is under constant control of the State Control Committee. Almost all the departments of SAI are involved in this work.
Raisa Savritskaya informed the representatives of the World Bank on the powers of the State Control Committee given by the laws including bringing the guilty persons to disciplinary, administrative and criminal liability. The State Control Committee also works actively to prevent violations, to avoid irregularities and corruption.
In particular, the State Control Committee sends to the economic entities the orders (prescriptions) to eliminate violations of the law, and the causes and conditions conducing the violations and informs the public authorities of the identified shortcomings and omissions.
As was noted during the meeting the above measures allow minimizing the quantity of violations and creating conditions for fair competition.
The potential areas of cooperation between the State Control Committee and the World Bank were also discussed at the meeting.
