On the February 14th the meeting of the Collegium of the State Control Committee of the Republic of Belarus and of the Collegium of the Accounts Chamber of the Russian Federation took place in Minsk. It was chaired by the heads of the SAIs Alexander Yakobson and Sergey Stepashin.
During the meeting of the Belarus and Russia SAIs Collegia the Union State Council of Ministers audit report on the execution of the Union State budget in 2010 was considered. This report confirmed the data verification and made some conclusions and proposals. The measures which were taken by the Union State Council of Ministers in 2008-2010 optimized the execution of the Union State budget.
The State Control Committee of the Republic of Belarus and the Accounts Chamber of the Russian Federation repeatedly drew attention to the necessity of the Union State legal framework improvement but this work has not been completed. For example, there are no normative documents regulating accounting, evaluation and management of the Union State property. To the both SAI’s opinion it is necessary to complete the order of forming and executing the Union State budget at the earliest possible date.
At the end of the discussion the decision on improvement of the Union State Council of Ministers audit report as well as the report on the audit of the Union State budget funds spending on the joint programmes have been made. In addition, the plan of joint arrangements of the Accounts Chamber of the Russian Federation and the State Control Committee of the Republic of Belarus for 2012 was signed.
