An international workshop on the development and implementation of the methodology and standards for external financial control was held in the State Control Committee of Belarus. The workshop was attended by the Director of the State Research Institute of System Analysis of the Accounts Chamber of the Russian Federation, Doctor of Law, Professor Julia Krokhina, Deputy Director of this Institute, Doctor of Economics, Elena Ivanova, as well as heads of departments of the State Control Committee and the regional Committees.
Workshop participants discussed issues relating to implementation of international standards of public audit, using the methodology and standardization of financial control, role of regulatory authorities in anti-corruption activities.
Representatives of the State Control Committee of Belarus and the State Research Institute of System Analysis of the Accounts Chamber of the Russian Federation exchanged the opinions and best practices on combating the activities of pseudo enterprising structures, corruption in government agencies, also the use of forms and methods of control and expert analytical activities.
The leaders of State Research Institute of System Analysis shared experience in the development of methods for organization and implementation of internal and external financial audit and performance audit. At the meeting was discussed also the practice of adapting of international audit standards to the national legislation.
At present the SAIs of Belarus and Russia develop regulatory documents on organizational and methodological support of control activities in various areas, including the control book-keeping, Ethics of auditors, methods of assessment of specialists’ job quality.
In particular, the State Control Committee completes the development of a unified procedure of control activities planning. This procedure provides for the establishment of common principles, rules and procedures in the current (for 1 year) and prospective (for 3 years) planning of the control activities of the State Control Committee.
It should be noted that prior to the workshop the delegation of the State Scientific Research Institute of System Analysis of the Accounts Chamber of the Russian Federation had a meeting with Deputy Chairman of the State Control Committee of Belarus Leonid V.Anfimov.
