Delegation of the Accounts Committee of Kazakhstan paid a working visit to the State Control Committee

The delegation of the Accounts Committee for Control over the Execution of the Republican Budget of the Republic of Kazakhstan headed by the Chairman Nurmukhambet Abdibekov paid a working visit to the State Control Committee on 12-14 February 2018.
During the visit the meetings with the Chairman of the State Control Committee Leonid Anfimov and leadership of Belarusian SAI were held. Colleagues from Kazakhstan got acquainted with the work of structural divisions of the State Control Committee.
The issues of the work organization and planning, including methodology development of the financial control (audit) conduction, management of the public assets, carrying out of the quality control of the control (audit) activities, development of the recommendations on prevention and removal of the violations, responding in the case of its non-performance, were discussed.
The representatives of the Accounts Committee of Kazakhstan expressed the  interest in the innovations of the Belarusian legislation on improving control (supervisory) activities.
Summarizing the visit, Chairman of the State Control Committee Leonid Anfimov in an interview with media representatives emphasized the possibility of the Accounts Committee to assist in reducing the overdue accounts receivable of Belarusian enterprises for goods shipped to Kazakhstan. Counteraction to the pseudo-entrepreneurial structures is one of the sphere of mutual interest of the financial control authorities of two countries.
Nurmukhambet Abdibekov, Chairman of the Accounts Committee of Kazakhstan, considers the Belarusian experience in planning control activities, working with the territorial bodies of the Committee, interaction with law enforcement bodies, and introducing the latest information technologies to be particularly useful for studying. The State Control Committee, in turn, highly appreciated the system of audit quality assessment applied in Kazakhstan. The parties agreed to hold seminars in videoconference mode to discuss topical audit issues.
The main purpose of the visit is the exchange of experience and discussion of promising areas of cooperation between the SAIs of two countries. It should be noted that a great deal of experience has already been gained in joint control activities that were previously conducted within the framework of the Customs Union, and are now being implemented within the framework of the Eurasian Economic Community (EAEC).

The Accounts Committee for Control over the Execution of the Republican Budget is the supreme audit institution of Kazakhstan. Cooperation between the SAIs of Belarus and Kazakhstan is carried out both on bilateral and multilateral basis (within the framework of the EAEC, the Council of Heads of the Supreme Audit Institutions of the CIS Member States, the International Organizations of INTOSAI, EUROSAI).
