Belarusian delegation took part in the events of the EAG Plenary Meeting



The Belarusian delegation took part in the events of the 33rd Plenary meeting of the Eurasian Group on Combating Money Laundering and the Financing of Terrorism (EAG), which were held November 9-20, 2020 via video conferencing. The delegation included representatives of the Financial Monitoring Department and the Financial Investigation Department of the State Control Committee, as well as the National Bank and the Ministry of Finance.
At the Plenary session, special attention was paid to identifying, analyzing and minimizing the risks of money laundering and terrorism financing (ML / FT) in the Eurasian region, which becomes especially relevant due to the trends emerging against the backdrop of the COVID-19 pandemic.
The plenary meeting approved the report on the EAG activities in the intersessional period, changes in the EAG statutory and governing documents, as well as in the Procedures for the 2nd round of mutual evaluations.
The participants approved EAG work plan for 2021, the schedules for the 2nd round of mutual evaluations and plenary meetings in the EAG member states.
EAG Secretariat presented reports on the implementation of the pilot project on coordination of technical assistance to Tajikistan and on the provision of technical assistance to Kazakhstan.
The participants approved a concept note on the formation of a EAG experts register, which should facilitate the effective and timely selection of the most qualified candidates for the implementation of short-term and urgent projects in the field of AML/CFT.
The Plenary session participants agreed on the concept of preparing a document on conducting financial investigations in the Eurasian region.
Within the framework of the Plenary meeting, meetings of the EAG working groups on typologies, technical assistance, mutual evaluations and legal issues were held on November 9-12, 2020. The meetings were attended by representatives of the EAG member states, the FATF Secretariat, as well as the EAG observer states and organizations.
The issues related to the conduct of mutual evaluations were considered at the meetings of the working groups,. The mechanisms of interaction between representatives of the private sector of the EAG member states and the creation of an International Compliance Council, which will work within the mandate of the working group on technical assistance, were discussed. The participants discussed the results of the application of measures to minimize the ML/TF risks caused by the COVID-19 pandemic, the stages and timing of the regional risk assessment (in the Eurasian region), as well as the best practices, typologies and experience in the automation of analytical activities on AML/CFT issues.
