SAIs of Belarus, Kazakhstan and Russia summed up the results of  joint audit of calculating and distributing import customs duties in the Customs Union

A joint meeting of the Supreme Audit Institutions (SAIs) of Belarus, Kazakhstan and Russia was held in Moscow on 26 November 2015. The Belarusian delegation was headed by Chairman of the State Control Committee Leonid Anfimov.
The meeting in Moscow was dedicated to discussing results of a joint audit. The fulfillment of the Customs Union agreement on calculating and distributing import customs duties by the authorized agencies of three countries (the Ministry of Finance of Belarus, the Treasury Committee of the Ministry of Finance of Kazakhstan and the Russian Federal Treasury) in 2014 was audited.
The audit showed that in 2014 National Treasury of three countries organized separate account of import customs duties. Calculation of import customs duties was made using automated information systems. The distribution of the amounts of import customs duties between the budgets of member states of the Customs Union has been performed in accordance with the Agreement.
The budgets of the member states of the Customs Union in 2014 received 19.4 billion of US Dollars of import customs duties (if compare with 2013 there is a decrease of 4.9 billion of US Dollars or by 20.1 percent). As it predicted, the external economic and political factors have influenced seriously on the proceeds of import customs duties of member states.
The budget of the Republic of Belarus received 9.3 trillion Belarusian Rubles due to the distribution of import customs duties (more than 908.4 million US Dollars in equivalent). Account balances for import customs duties for Belarus was positive and amounted to 39.3 million US Dollars.
The budget of the Republic of Kazakhstan received 1.4 billion US Dollars, the budget of the Russian Federation - 17.1 billion US dollars.

Background information
According the Agreement the distribution of amounts of import customs duties for each country: the Republic of Belarus - 4.7%, for the Republic of Kazakhstan - 7.33% for the Russian Federation - 87.97%.

In 2014 the authorized agencies of Belarus, Kazakhstan and Russia provided in general the action of one of the major regulatory mechanisms of the Customs Union – the order of calculating and distributing import customs duties among member states of the Customs Union and the execution of the Agreement.
It should be noted that the trilateral meeting in Moscow has completed an important stage of the integration process within the Customs Union. From 1 January 2015 the relationship of Belarus, Kazakhstan and Russia have reached a new level of integration - from the Customs Union to the Eurasian Economic Union.
As is known, in 2015 the Republic of Armenia and the Kyrgyz Republic joined the Eurasian Economic Union.
In 2016 five SAIs (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia) are planning to conduct a joint audit of calculating and distributing import customs duties among member states of Eurasian Economic Union.
