Joint meeting of the collegiums of supreme audit institutions (SAI) of Belarus and Russia took place in Moscow on 12 November 2014. The meeting was chaired by the Chairman of the State Control Committee of Belarus Leonid Anfimov and Chairwoman of the Accounts Chamber of Russia Tatyana Golikova.
The controllers of Belarus and Russia reviewed the SAIs’ conclusion on the report of the Council of Ministers of the Union State on the execution of Union State budget in 2013.
In his opening speech head of SAI of Belarus Leonid Anfimov noted that in the face of increasing external adverse factors for the development of the economies of Belarus and Russia the main priority is to increase efficiency in the use of budget of the Union State.
Chairman of the Accounts Chamber Tatyana Golikova noted that in recent years SAIs of the two countries activated cooperation in the sphere of control over the formation and execution of the budget of the Union State.
Keynote speakers at the meeting Deputy Chairman of the State Control Committee Raisa Savritskaya and auditor of the Accounts Chamber of Russia Alexander Zhdankov payed attention of participants that nowadays the formation of the Union State budget is held in the absence of forecasts of further development of economic integration within the Union State, its social economic development and the main priorities of fiscal policy.
One of the system shortcomings is a long process of development and approval of the Union State programs. At the same time large funds from Union State budget are reserved each year to finance these programs and significant amounts remain unclaimed as a result. Analysis of the execution of the budget of the Union State in 2013 showed once again insufficient quality of public financial management. With financing of expenditures in 94.5% (more than 5 billion Russian rubles) cash execution of budget amounted to 85.6% (4.5 billion Russian rubles). Insufficient level of cash execution of the budget didn’t change in recent years and indicates the lack of results and the effectiveness of the activities of managers of budget funds.
The participants also noted the need for further improving the regulatory framework of the Union State.
The parties approved a joint conclusion on the report of the Council of Ministers of the Union State on the execution of Union State budget in 2013, which will be sent to the Parliamentary Assembly of the Union of Belarus and Russia. Anfimov Leonid and Tatyana Golikova signed the plan of joint activities of SAIs of Belarus and Russia for 2015, which includes a number of joint audits and events.
At the meeting was also signed Agreement on cooperation between the Permanent Committee of the Union State, the Accounts Chamber of Russia and the State Control Committee of Belarus. All news
